OK. Given this a lot of thought, maybe more than I should have. But here is what I'd prefer to see:
1) CG. Yes, yes. I know it's not "live action" but it's the best chance to make it look right, leaving the only tough work of making "LA"EM then sound right. Photorealistic rendering preferred but 3D rendering of 2D NGE would suffice.
2) Japanese/Asian (at least looking) cast with exception for Asuka (German national preferred for her but any Western-looking adolescent with a convincing performance would suffice) and just maybe Ritsuko.
3) But, if Weta and whoever bankrolls this just has to whitewash the cast, then I'd want UNKNOWNS, especially the children.

4) However, if Weta and whoever bankrolls this just has to celebritize and go Hollywood, here's some decent, not ideal nor pessimistic, ideas:

Anywho. Pretty cool cast. I'm still completley against a Live Action Eva in all forms but thats just me. I'd have to disagree with you on some of your choices but the two that really stand out would be Dakota Fanning as Rei (Dakota's creepy and souless so she has that going for her but still....)
and I can see Hugo Weaving as Gendo but its just too obvious. Too reminsicent of Matrix.

But what the hell. Awesome you thought Kate Winslet for Ritsuko, I figure she'd make a great Misato and Jennifer Connelly could be an amazing Ritsuko. Blonde dyejobs are not a necessity are they?

Yeah, LAEM is a non-starter for me too. Now that I think about it, Kate Winslet would make more sense for Misato. I had forgotten about Jennifer Connelly. For Gendo, I thought of Christian Bale but he's too young and Jean Reno but he's a little too old; however, I could see Reno pulling off that role. He is pretty underrated now that I think of him. Too bad the only good films he's been in was Leon and Mission: Impossible.

Hugh Jackman would also be a good Gendo...(hed also be a good Solid Snake)...Jean Reno...no...he could be a SEELE member...definitely not Gendo

also...Christopher Loyd is a bit too flashy and hyper for Fuyutski...id love to have Ian Mckellen...thats the ticket for Kozo...also...

i know they wont be in it...but i wonder whod be good as live action Mana and Mayumi?...also...lets not discount the possibility of this mysterious new character from Rebuild coming into the picture
